currently it's not yet implemented. Though if you participated in the Evil Santa Quest last Christmas and got yourself a gift bag, you may get a level 5 mat there. ^.~

2 more questions...
can u repair the tools? does it make any difference using for example sandalwood incense(grade 2 tool) to gather grade 1 fragments concerning the durability?
/edit: i checked tsubame's information again and noticed u get double durability for only half the prize more comparing to grade 1/2 tool. so it is indeed better using the highest available tool. Damn and i just bought another grade 1 incense  (((

Sadly, you cannot repair the durability of tools.
And about the durability, it takes up depending the level of the tool per gather. Eg, you use a grade 2 tool. So every gather you make, it's -2 durability, compare to grade 1 which is only -1 durability. If it's grade 3, then -3 durability everytime you get an unrefined material.
Calculating, as the grade of the tool goes up, the total number of unrefined mats you can gather gets lower. So it's best to buy a high grade tool when you want to gather the item it was made to collect. Like, buy Sandalwood Incense (grade 2) if you want to gather blue fragments. That way, at least you can save 
Which also reminds me to place this in info in the guide.
